Information for evaluators in the new system

Have you been invited to assess applications for us? If so, you must follow the guidelines on this page. You will also find other important information that you may need.

We ask all evaluators to assess their own competence and impartiality for an assessment assignment.

Impartiality and confidence are important

Before an assessment assignment you must read the page on impartiality in administrative proceedings and confirm that you will follow these guidelines.

If you discover that you are affiliated with a company that is in direct competition with a company that is the Project Owner or partner in an application, you must notify us of this as soon as possible. There will be a direct competitive relationship when two companies offer near identical or similar goods or services to the same market.

Fill out your competence profile

It is very important to us that the assessment assignments are given to evaluators who are competent to perform the task. The competence can be specialised skills or knowledge, academic qualifications in subject areas, professional expertise and industry knowledge. 

Log in to My page and complete your competence profile. If your qualifications and competence fit with the scientific fields related to the application, you may receive an invitation to assess the application.

How to assess an application in the new system

As an evaluator, you will have online access to the applications you are to assess in our system. Your view of the application is the same as that of the applicants, but with additional fields in which to assess the application. When assessing applications, you should only use the application documents provided in the system.

Please remember the following

You have a duty of confidentiality

When you assess applications for us, you have a duty of confidentiality. This means that you cannot share information about other people's private affairs, or about research, company or trade secrets that you learn about. This includes information that constitutes inside information pursuant to Article 7 of the EU Market Abuse Regulation. You shall not use such information for your own benefit, or make it available to persons who do not have a right to it. This also applies after you have completed your work for the Research Council. The exception is if we give notice otherwise.

At the Research Council, we follow Section 13 of the Public Administration Act on the duty of confidentiality. Breaking the duty of confidentiality is a criminal offence, and may also result in you losing the assignment or other reactions from us.

How to handle the application documents properly

You may not copy or use the materials for any other purpose. Once you have submitted your assessment, you must securely destroy any printed or delete downloaded application documents.

Do not use artificial intelligence

You cannot use artificial intelligence, such as ChatGPT, in your assessment work. The use of artificial intelligence in the application assessment may also constitute a breach of the duty of confidentiality (see above).

Our responsibilities in administrative procedures

How we use the assessments

We use the assessments to provide feedback to applicants. Once such feedback has been sent to the applicants, others may request access to the assessments if they request it. Before sharing assessments with others, we will remove any confidential information, as well as details about research ideas and the research project itself.

We always publish information about those who assess applications for us

Once all applications in a call have been processed, we will publish an overview of the names of all the evaluators who have assessed the applications as part of a panel. Upon request, we can also provide the names of evaluators who have assessed individual applications.

We have a database of contact information for each evaluator and information about their assessments. We are responsible for the processing of this information. The information is stored so that we have an overview of everyone who participates in the assessment work. We only use this information in-house. Everyone has the right to access what information we have stored about them.

Remuneration

The remuneration form will be completed by the Research Council after each assessment round (approximately every month), you do not need to register a remuneration form.

We pay remuneration according to our fixed rates for different types of assessment assignments and based on hourly rates according to the Government Personnel Handbook. We will provide more information about remuneration you will receive when we have an assessment assignment for you to take on. Sceduled maintenance on My page (new system)
